CMS Announces Expansion of Medicare Advantage V-BID Model

On November 22, the Centers for Medicare & Medicaid Services (CMS) announced that the Medicare Advantage (MA) value-based insurance design (V-BID) demonstration project will be expanded in 2019 to an additional 15 states, and more options will be made available to participants.The V-BID model began in 2015 in seven states and the 2019 expansion will make it operational in 25 states. The model allows MA plans to provide custom-designed supplementary benefits for beneficiaries with specific conditions, including hypertension, diabetes and congestive heart failure, and the expansion will allow Chronic Condition Special Needs Plans to participate as well. Insurers will also be able to propose other methods for identifying eligible enrollees.

The new announcement comes days after the release of a proposed rule that would increase flexibility for the Medicare Advantage program and Part D (prescription drug) programs.
